Yes, in theory, if everyone had had a gun they could have shot the shooter early on. In practice, in a combat situation, how many people would have the presence of mind to take up a defensive position and calmly take a shot? I know that I wouldn't. At best, all you would get is a bunch of people shooting wildly and a much higher body count. Remember, being a great shot at a paper target doesn't automatically equal being a combat soldier or police officer. I think John’s response is a bit disingenuous.
