Why do birds in flocks fly in V formations?

If ’smoking kills’ (as we are constantly, and legally, reminded on cigarette packs), why does the Government permit the sale of cigarettes, yet ban cocaine, heroin and hard drugs?

How are Iraqis’ lives better off now, when in Baghdad they get 1 hour of electricity yet under Saddam had electricity 24 hours a day?
